Solve : windows could not start?

I have a Windows XP SP3, and when I turn on my computer I get an error message STATING: "Windows Could not Start Because the Following file is missing or corrupt, Windows root \ system32 \ hal.dll What can I do without the formatted my computer  http://pcsupport.about.com/od/findbyerrormessage/a/missinghaldll.htmTry putting in your Windows CD and see if there is an option to REPAIR windows.  If you do not have a disc, do you have an option to press "R" for recovery on startup?  If you do have a disc, you may need to set your computer to boot to CD first before booting to the hard DRIVE.
