Solve : windows defender suddenly turn off?

i would LIKE a help on this. when i want to turn it on, it POP up a message saying "this application is turned off by group policy". so if any one has come across this kind of a problem or knows how to FIX it can i have a brief on that

is the PC connect to a workgroup or domain?
And/or does anyone ELSE use this PC ? ?
