Solve : Windows display issue?

I have a computer that doesn't show all the tabs when you open the display properties in the normal mode. When you boot into Safe Mode all the tabs show fine.

I've:
1. replaced the video card
2. gone back to a restore point
3. UPDATED the BIOS
all with the same results.

Any ideas?

This is a Dell Dimension 5150 that had to have the motherboard replaced some time ago. After it was replaced I reformatted/reinstalled the OS (XP Pro). After the reinstall I checked DM and there was (2) Intel ? (don't remember right now...long day...hungry...tired...etc.) video cards (on-board) with the yellow dot/black exclamation point) next to them both. At that time I downloaded the latest drivers from Dell with no success.

Last week I did what was in the initial post. Now that Pony PCI-E card does the same thing. I booted to SM & checked DM there and all that shows up is the current Pony card.

I'm GOING back next week (got to have a colonoscopy done this Friday afternoon) so the rest of this week is out. I'm going to put Acronis on his system / create and save an image / wipe his drive and reinstall the OS. I don't think this is going to help but I've run out of options. Personally, I thing the replacement motherboard Dell sent is a dud. Unfortunately it's out of warranty so I don't think he'll GO for a replacement. We'll see. More to come...
