Solve : Windows freezing constantly (mostly while downloading or installing software)?

Hello, so as the title states I get a LOT of freezes (described below next to **) on Windows 7 (also 8.1) and I'm at my wits end. The freezes become absolutely unbearable while I'm installing new software or while downloading something, also while watching movies (VLC, WMP, you name it...), tho the freezes are happening even when I'm not really PUTTING much stress on my computer.

**whole system hangs for 10-90sec after control unresponsiveness then I hear my HDD start spinning again and the system resumes work, even EXECUTES commands 'qued' during the 5-10sec unresponsiveness period before the freeze.

So far I've tried:

-- 3 different hard drives (first 2 had bad sectors the current one has 0)
-- several different RAM cards in different slots (1-2gb, single on both RAM slots and multiple at a time on both slots)
-- changing thermal PASTE on CPU and GPU (hey what if, right?)
-- drivers (from ASUS support, AMD for GPU and "Driver Pack Solutions" mostly to touch up drivers not covered by ASUS support)
-- 4 different Windows 7 and 8.1 installations (also tried Linux Mint and Ubuntu but used it too little to notice a difference)
-- disk check via CMD (0 errors)
-- deleting ATA channels in Device Manager, letting windows install again and THEN installing all my drivers (seemed to have helped for a -couple of days then back to freeze town, no more "EVENT ID 11 atapi" errors on Event Viewer since tho)

If there's some more info You NEED, pelase let me know.
I'm on an ASUS K52JE laptop.
Also I got frozen 4 times while writing this post, I'm currently downloading stuff and watching YouTube in 720p...
