Solve : windows installer cannot be accessed?

I have windows xp and I have been RUNNING into this problems since I installed service pack 3. I was having a problem with windows installer trying to install SP3 but was finally able to download and install. After INSTALLING I found I could not install anything. Currently I am without AV because of it. So I uninstalled SP3 but that did not resolve the problem.
I went to MS site and looked at their articles on the subject but I am not skilled enough to execute them.

Also, go Start>Run, type in:
services.msc
Click OK.
Make sure Windows Installer service is running.Thank you for the assistance. I installed WindowsXP-KB942288-v3-x86.exe
as you suggested and then typed in services.msc. It said that window installer is on "manual". Is that correct? I tried another install, it failed . Should it be set to automatic?

I also saw that window installer had a "start services" link when I was in that list of services. I clicked the link and it now shows that it is started, but still in manual. I tried another install but got the same message...."cannot access....

Maybe SP3 messed up some system files.
Go Start>Run, type in:
sfc /scannow
Click OK.
Have Windows CD handy.I ran the windows scan and it said it had to find some dll files and needed the windows install disk. I put that in and the scan proceeded. When it finished the scan went off. Was there suppose to be a message indicating everything was fine or that there was some kind of error? I tried to install something. I got the same message "cannot access..

No...sfc doesn't do it.

I see what I can doKeep us posted I have A Dell machine with windows XP that came with it . There is a single disc for the operating system. I think its called a OEM...is that right. I read this

"OEM Restore disks or hidden restore folders on the hard drive will not work for the Repair Install. "

Does that mean I can't do a repair with this disk I got from Dell?No. It'll restore your computer to day 1 state. All data will be lost.
