Solve : Windows Sounds?

I have XP. The SOUNDS that happen when you close applications or open them or whatever, don't seem to be working for some reason on my pc. And for some reason the volume control turns itself all the way down as well. I don't think these two things are related, but I guess they could be. Anyway I'm hearing sound from youtube videos just fine so I'm not sure what's up. I'd like to be ABLE to put some customized sounds for shutting down Windows etc., but the traditional sounds aren't EVEN working for some reason. How can I get these to work?The problem is only with Windows sounds? What happenes when you play music?

What are the specs of your MACHINE and what version of Windows are you running?

Funnily, enough, the first thing I do after a new Windows install is go to Control Panel and change the sound scheme to "no sounds", and then, for me, everything is OK!
