You got a computer without Windows on it, is all. The previous owner did the right thing. Dealers in used COMPUTERS almost always do this. When selling a used computer, the correct legal thing is to REMOVE all software which is not licensed to the new owner. This is the normal, legal, right thing to do when selling a used computer. The seller did nothing at all wrong.
