Solve : windows Xp deleted, now says \windows\system32\c-1252.nls?

Ex deleted my windows xp from my laptop and now it SAYS \windows\system32\c-1252.nls file is missing or corrupt. I do not have the installation disc. Can I recover it somehow or do I have to purchase a whole new disc. If I do, can I download it or vista for free or buy it cheap anywhere?Check with your laptop manuf.
Most of them place a hidden partition on the DRIVE that CONTAINS all the restore files...

how did it happen -- argument?
also you cannot delete xp from withen xp
