Solve : Windows XP does not start and cant install new copy?

My windows XP suddenly decided that it doesent want to start anymore. It shows that is loading (Logo) then a verry,verry quick BSOD appears and it resets.
I tried to do a format and install. I cant because even if it SEES my CD-ROM and the USB drive, it doesent sees them as bootable devices (i tried with bootable Windows XP and Windows 8 CD and USB stick, none of them worked).

It NEEDS mentioning that SOMETIMES i can ENTER Safe Mode but never normal mode.
I tried allso recovery, with an error showing at the end (i do not remember the error but i can do it again and take note)
I'm starting to give up, but i thought that someone here may have the knoledge to help me.

Thank you and pardon my english...is not my first language.You need to go into the bios and change the boot order, putting the cd drive at the top of the device list (ahead of the hd drive). Save the change and exit. The system should now boot to your bootable CD.
