Solve : windows xp issue?

Hello and I wish i could get someone
to respond with some possible solutions.
     

  I have a Dell Demension computer and have really mucked things up i'm thinking(come to think of it thats what got me in this mess to begin with ,the thinking part=>). So i was INITIALLY dealing with the error~mfc71u.dll cannot be found.you can try reinstalling.Along with"TASK SCHEDULER Has missed some tasks,blah blah blah. and yet still a what appeared to me to be a registry error that went something like 000000.fx? not to sure on the last one there.
     Moving on i reffered to msconfig to invoke the boot selections and went with safe boot with networking. After many attemps at finding a tool i could use to help i found that my cursor all of asudden upon trying to boot to the start menu of windows would seize up at the wellcome section of the boot. Now from here i went,useing the term loosely ape sh_t,trying to resolve what seemed like a simple missplacement of the usb cable attached to the little HD homeing pod with the button in the middle,atriangular plastic device. So now here i am,befuddled once again. If anyone can help me with this i would be FOREVER gratefull.I saw where "Patio" helped someone with a somewhat similar predicament,but don't let that hold you back,please.

(added)1.I do have a DEll winxp cd
             2. I have repeatedly referred to F2 and made numerous attemps
at modifying to get passed this seizure issue.
             3. I have searched high and low for a schematic of proper boot sequence for the:Dell~Dimension 4600i Series(Bios Ver. A07)
  On a botched OS, I'd use a Repair Installation if you want to keep important data on the HD and fix the OS, or perform a full clean installation wiping drive clean and setting it back to factory, then tons of patches + AV install, and then you should be all set.Good evening logansroll55

Have you had any luck with your issue?

If I am understanding your post the wireless device that has a rectangle shape. Is your mouse wireless? if so 1 are the batteries good and if so did you try pushing the reconnect button so the mouse will work again. Or do you have an external hard drive? sorry I am not sure what you are describing in your post. 

One more thing you can try is doing system file check (sfc), and checkdisk (chkdsk) when you run these you very well may need your xp disk that you already have. These two can fix a lot of issues in windows.   

Now just as DaveLembke stated doing a in-place install / upgrade will leave your documents, pic's etc in-place but will fix the corrupt windows files. Sometimes this is faster than trying to repair what files are broken / curropt

Also for XP a great tool that I have used in-place of windows control panel is http://www.mlin.net/StartupCPL.shtml this is a good tool for editing the windows start up items etc. This tool has been around for many years and works great and the best part it is free but if you like it he does have take donations for it.

Thank you for responding,Dave,i  returned the system to normal boot and got my system setup utility properly formatted is what corrected it because it snapped back into action after resuming these settings!

Thank You ,very much for inquireing,yes i managed to muck my way back out of a sticky situation after remembering i had made some adjustments to system setup(F2).You all are very good at what you do here and in what seems to be a less than satisfactory +CUSTOMER Service+ environment we live in these days,your all a Breath of FRESH!!!
