Solve : Windows XP OS system reload??

I have put in countless hours of trying to figure out what to do...Her is the situation:
I have a 2002 Gateway with Windows XP. I had an issue a few years ago and my friend ended up reloading the OS and partitioning off the "bad" OS. I now have 2 OS to choose from. No biggie. The big problem now is my OS loads but there is NO capabilities when it is finished!? I cannot get into the control panel or even the recycle bin! i have tried the safe mode, and still the same thing, which is really nothing. I have WOULD like to be ABLE to get the data I have and maybe just reloading and STARTING fresh...I need instructions on what to do~ PLEASE~
I am not totally computer illiterate but not as savvy as I probably need to be.

Are you saying that you have a nonfunctional OS hidden away in a separate partition? That's probably not especially relevant to the problem at hand, it just confuses me . . . .

It sounds to me like you have a malware infestation. What do you have in the way of Internet security (firewalls, antivirus, antispyware, etc.)? Do you have XP Pro or Home? Service Pack level? How up to date are your Windows updates? I have NetCom3 recently installed
Yahoo/Norton anti virus/spyware
Verizon DSL w/firewall on the network
I just tried to reboot using the XP statup *censored*, thinking I could just start fresh...won't let me do it though...keeps saying unable to
and Yes it is a non funtioning OS..

What can I do to just get rid of everything and start over??
Hook up the drive as a slave in a KNOWN working machine.
Copy/burn all the important data you need.
Re-install the drive in your machine.
Re-boot with the XP CD in and in the original setup menu select delete all partitions and re-create one partition and continue with the install.Ah...slave?
Any directions would be appreciatedThe hardrive on older (2002) machines are EIDE and can be set to master or slave via jumpers usually found next to where the power cable and ribbon cable connections are. Many DRIVES have a chart on their top label which shows which pins to slide the jumper on for master or slave. If you add your drive as a slave to another machine that has an another drive that is the master, Windows will see your drive as not as C: but as letter D: or E: or F: or G: etc. It depends on how many other drives are attached ( CDs, DVDs, flash drives, etc.).
