Solve : Winlogon.exe hangs during startup?

I am runnning Win 2k Pro Sp4, 1.0 GHZ PIII, 512 RAM.  During startup, Winlogon.exe takes approx 3-5 mins to finish LOADING and at its peak consumes up to 62k meg RAM ( as viewed in taskman).  I have RAM optimizing software, so after startup, it is no big deal.  My PC is configured so Admin logs on without CONT>ALT Quote

Try disabling this...in all my years i have never seen one that works. In FACT i've seen them make things worse.
