You just need some time to read it carefully.I actually found the file that is not running.

How did you find out?I kept looking at the FILES that were autostarting each time I boot up my other COMPUTER and they are all the same except on one PC I have that SYS:...... file and on the other I dont.I wouldn't play that way.

1. If you have Windows CD, follow the steps from here: http://icrontic.com/articles/repair_windows_xp

2. If you don't have Windows CD...
Download Windows Recovery Console: http://www.thecomputerparamedic.com/files/rc.iso
Download, and install free IMGBURN: http://www.imgburn.com/index.php?act=download
Using Imgburn, burn rc.iso to a CD.
Boot to the CD...let it finish loading.
When the "Welcome to Setup" screen appears, press R to start the Recovery Console.
Then, follow the steps from here: http://icrontic.com/articles/repair_windows_xp, starting below this picture on page 1:


If the above doesn't work, RUN repair installation.the windows repair should fix the issue. an issue you *could* fix manually- but it's LIKE you have a magic wand that can fix almost any car problem and yet insist on replacing the head gasket yourself...
