I have a very common error. I did a Google, search for the error. It seems like a lot of others has this error. I will post my error below. I get this error when TRYING to INSTALL .exe programs. For example. I tried to install IrfanView. I get an error. I tried right clicking, then properties, then click on unblock. It didn't work. Some or most say unblock will work. In my case it didn't. This just recently started after new updates. I guess it's a new error by MS?
Windows cannot access the SPECIFIED device, path, or file. You may not have the appropriate permissions to access the item.
I am the administrator of this PC.So, is it only installing your programs, or will it stop you from starting them as well?
And do you mean installers packaged in an EXE, or does it also have the problem with MSI installs as well?
have you tried CCleaner? (www.ccleaner.com)
Also; it's worth a shot to MAKE sure your computer is clean (of malware); make a thread in the viruses forum, with the appropriate logs (some of the program installs might fail for you; just note the problem in the post), and they should be able to fix your problem, even if it isn't actually malware.
