Solve : xp pro changes appearance setting.?

I use XP Pro with the "Windows Classic STYLE" SETTING for windows and buttons.
Often on shutdown, or restart, this will change by itself to "Windows XP style."

Any thoughts why this would occur?

Guest is never LOGGED into.
