HP Stream 7 comes with Win8.1 installed, no DVD, no instructions to download; does have rescue partition. Rescue media is available from HP for 1/2 the price of the tablet w/OS. MS is giving the OS away for free to the manufacturer.
http://www.howtogeek.com/195934/what-exactly-is-windows-8.1-with-bing-do-i-have-to-use-bing/
Windows 10 will likely be free, too.The link given by Computer_Commando is required reading for anyone think of either a new computer or operating system.
This is a brilliant MARKET strategy by Microsoft. Now there is no more market for 'cheap' computers without an operating system.
An yes, if you need either Windows 8.1 or Windows 10 preview, both are available free if you get it from Microsoft. The earlier Windows 8 is no longer supported.

Th free free offers are really evaluation versions and you only get the those versions. The whole range of Windows systems is not available as evaluation.
Presently I am trying out both the 8.1 and the 10 preview free trails. So FAR, they seem to be very good and flexible. They will likely have a Win10 when it is released.
2. Nothing from MS is perfect. Turn off or lower UAC (User Account Control). "Search" function no longer functions as one would expect; it does not search for folders & files. Download & install "Agent Ransack" which does search folders & files.
