Solve : Windows Server 2003, File Permission Issue, Deny Access?

I have a file <a href="https://interviewquestions.tuteehub.com/tag/share-25805" style="font-weight:bold;" target="_blank" title="Click to know more about SHARE">SHARE</a> and users have all <a href="https://interviewquestions.tuteehub.com/tag/abilities-845089" style="font-weight:bold;" target="_blank" title="Click to know more about ABILITIES">ABILITIES</a> but “Full control, Change Permissions, and Take Ownership” on files and directories in that share. <a href="https://interviewquestions.tuteehub.com/tag/yet-1465121" style="font-weight:bold;" target="_blank" title="Click to know more about YET">YET</a> users are able to deny access to other users, <a href="https://interviewquestions.tuteehub.com/tag/even-976335" style="font-weight:bold;" target="_blank" title="Click to know more about EVEN">EVEN</a> the administrator. They can’t change anything else but the deny permissions. How can I disable them from denying other users access?
