Solve : Cannot find VSPUBAPI.DLL?

I cannot get on the Internet or run my anti-virus program. <br/><br/>The program that <a href="https://interviewquestions.tuteehub.com/tag/caused-2502957" style="font-weight:bold;" target="_blank" title="Click to know more about CAUSED">CAUSED</a> it, a Computer Associates anti-virus program, was <a href="https://interviewquestions.tuteehub.com/tag/deleted-947557" style="font-weight:bold;" target="_blank" title="Click to know more about DELETED">DELETED</a> a long time ago. I cannot reinstall it because I would have to buy it again.<br/><br/>The computer is a <a href="https://interviewquestions.tuteehub.com/tag/compaq-423425" style="font-weight:bold;" target="_blank" title="Click to know more about COMPAQ">COMPAQ</a> and did not come with a Windows disk, so I cannot get the dll file from there.<br/><br/>I there a way to fix this? Any help would be appreciated. If your able to get into Windows you can click start, run, type: msconfig<br/><br/>In msconfig you can disable the line containing this DLL file so it will not load and give you this error.</p></body></html>
