Answer» I have a problem on a Win 98SE computer.
When I turn it on, this message comes up:
"Cannot find a device FILE that may be NEEDED to run Windows or a Windows application.
The Windows registry or SYSEM.INI file refers to this device file, but the device no longer exists."
I hit enter, Windows starts up and an error comes up saying it cannot find VSPUBAPI.DLL. I cannot get on the Internet or run my anti-virus program.
The program that CAUSED it, a Computer Associates anti-virus program, was DELETED a long time ago. I cannot reinstall it because I would have to buy it again.
The computer is a COMPAQ and did not come with a Windows disk, so I cannot get the dll file from there.
I there a way to fix this? Any help would be appreciated. If your able to get into Windows you can click start, run, type: msconfig
In msconfig you can disable the line containing this DLL file so it will not load and give you this error.
