Windows 3.11 by itself is not a full operating system. It requires Dos 6.22 or similar DOS as a foundation for the HUI.

There are bookable VERSIONS of DOS that can boot from a CD or a USB. Traditionally, DOS is installed from a floppy.

Dos 6.22 is a Microsoft product and is cover by copyright. If you are the legal owner of both DOS 6.22 and Windows 3.11, you MAY use a bookable CD or USB if you can not get a floppy to work.

This link below shows that Windows 3.11 was also sold on a CD.
