Solve : WINDOWS 98 BOOT UP PROBLEMS?

Hello all,
I desperately need some help here..to stop pulling my HAIR out.
I feel i have totaly stuffed all my settings up..

1. everytime i change settings in the bios and save and enter the settings..
they do not save..

the settings return on rebooting..OR i have to push F1 to enter with default settings to be able to get into windows at all.

the batter has been changed twice..
the date is always wrong and i have to reset it each time

and NOW i cannot even get into windows or into SAFE mode
as it comes up with error loading mouse driver and turns itself off..

Is there some way that i can enter windows or the cdrom drive or the A drive via the dos propt(do not KNOW the commands)
to either boot up from a boot disk in A or to reinstall windows from the cdrom drive??

i have a compaq recovery disk, but it will not recognise that or a boot disk..

when i turn on the computer it just comes up with the COMPAQ screen and then enter set up or f1 for default settings..

so i cannot get the boot disk or cdrom to work..

pretty please someone guide me through this..

You've tried everything I would have DONE.  Sorry to tell you, but your computer has been damaged, probably by a power surge.  I see this all the time and it is not fixable.
Your CMOS battery is dead.
